Process of Signers Cast Vote

  1. One network proposal can be proposed with different value in multiple running proposals

  2. Signer cast the vote by including the vote and running proposal information into the block he produced.

  3. Running proposals that are voted by half of signers will be considered valid running proposals, then the one with highest votes in a pool of valid running proposals will win the change of value, if there are 2 proposals with highest votes, then its associated network proposal will remain unchanged.
